Dr. Cheng Liu is an entrepreneur and scientist in the biopharmaceutical field, currently serving as Chief Executive Officer of Eureka Therapeutics and Estrella Immunopharma. He founded Eureka Therapeutics and other innovative biotechnology companies, and has long focused on the development of tumor immunotherapies, with deep expertise in CAR-T cell therapy and antibody drug discovery. Dr. Liu is dedicated to delivering a new generation of more precise and effective treatments for cancer patients. Dr. Shu Chien is a Chinese-American physiologist and biomedical engineering expert. Born in Beijing, he graduated from the College of Medicine at National Taiwan University and later earned a Ph.D. in physiology from Columbia University in the United States. He has served as a professor at Columbia University and as the Director of the Institute of Biomedical Engineering at the University of California, San Diego, making pioneering contributions in the fields of hemorheology and biofluid mechanics.
In late June 2006, Dr. Chien received his certificate of election to the American Academy of Arts and Sciences, thus attaining the rare distinction of being a member of all four major U.S. academies: the National Academy of Sciences, the National Academy of Engineering, the National Academy of Medicine, and the American Academy of Arts and Sciences. Only a few scientists worldwide have ever achieved this honor, and Dr. Chien remains among the very few still active. He is also an Academician of Academia Sinica in Taiwan and a Foreign Academician of the Chinese Academy of Sciences.
Joseph Chen, an internet pioneer, serial entrepreneur, and technology thinker. He holds a Master’s degree in Mechanical Engineering from the Massachusetts Institute of Technology and an MBA from Stanford Graduate School of Business. He previously served as Vice President of Sohu, built China’s largest real-name social networking platform, and led Renren to its IPO on the New York Stock Exchange, achieving a market capitalization of over USD 7 billion.
Zainul Abidin Rasheed is a veteran Singaporean political and diplomatic leader. He served as Senior Minister of State for Foreign Affairs, Member of Parliament, and Singapore’s diplomatic representative in several countries. He has also been an advisor to multiple media and educational institutions, exerting significant influence in public communication and youth education.
With over 20 years in journalism before transitioning into politics and diplomacy, Mr. Zainul Abidin Rasheed played a key role in advancing Singapore’s high-level exchanges and strategic cooperation with countries such as China and Indonesia. He has consistently championed multicultural understanding, dialogue between Muslim and non-Muslim communities, and active youth participation in public service. Known for his calm yet resolute approach, he is widely regarded as a leading figure in Singapore’s multicultural governance and cross-cultural engagement.
Fiona Ma has been serving as the California State Treasurer since January 7, 2019. She previously was a member of the California Board of Equalization (2015–2019), the California State Assembly (2006–2012), and the San Francisco Board of Supervisors (2002–2006).

Dr. Jorge Rivera Staff is the former National Secretary of Energy and Minister of Trade and Industry of Panama, and currently serves as a member of the UNITAR Prosperity Alliance Singapore International Advisory Board. He holds a PhD in Administrative and Regulatory Energy Law from Complutense University of Madrid. A global advocate for sustainable development, he played a key role in the UN’s High-Level Dialogue on Energy and was instrumental in establishing the UN-recognized International Clean Energy Day in 2023. With over 20 years of experience in energy law, policy, and governance, Dr. Rivera Staff advises governments, private companies, and international organizations, and teaches energy law and public policy at several universities.
